This programme aims to contribute to the development of a common European cultural space. It involves increased cooperation between creative artists and other people and institutions active in the cultural sector. CULTURE 2007 runs from 2007 till 2013.

The specific objectives of the programme are the following:
- to stimulate the cross-border activities of people employed in the cultural sector
- to encourage the reciprocal exchange of artistic and cultural works and products between member states
- to promote intercultural dialogue
